- ➤ Norman voters approved an $8 million bond to build a new low-barrier homeless shelter that will house 120 people; the 20,000 sqft facility will be built on Reed Avenue and is set to be operated by City Care + the city will secure funding at a May 12 council meeting. The Oklahoman
