- ➤ Today, Norman City Council will review the Rock Creek Entertainment District phasing plan that sets a development timeline with over $622 million in investments including a multi-sport arena planned from Nov. 1, 2026 to Dec. 31, 2029 & allows cost variations of up to 15 percent. The agenda also covers final payments for water tower projects, a public hearing for the fiscal year ending 2026 budgets, and a final reading on a rezoning proposal for North Norman Village. OU Daily
